# Proposal

Proposal is the key element of the voting system. It presents a change suggestion related to a specific organization and enables eligible users to cast their vote.

A specific [voting system](https://votico.gitbook.io/votico/user-guides/voting/voting-types) can be selected individually for each proposal. 

Each user's eligibility to vote on the project is determined by [voting strategies](https://votico.gitbook.io/votico/voting#voting-strategies) selected in the project settings.

When you create a proposal by default the **snapshot block number** will be populated with the latest block synced from our node.

### Who can create a proposal? <a href="#who-can-create-a-proposal" id="who-can-create-a-proposal"></a>

Admins, authors, and users who are eligible according to the proposal validation defined in the project settings.

Each user has a limit on the number of proposals that can be created: **5 proposals in a month**.
