There are several aspects that define if you are eligible to vote on a specific proposal.
Each project specifies its voting strategies in the project settings. These strategies will define if you are eligible to take part in the voting and what is your voting power calculated at the snapshot of proposal creation.
There are 3 basic voting strategies, that can be combined with each other.
addresses with sufficient amount of required assets are eligible to vote
Choose one of the available Token standards: BRC-20, Runes, Ordinals
Provide necessary Token ticker / Rune name / Ordinals collection
specified addresses are eligible to vote
Determine voting power that will be assigned to the specified addresses
Enter the addresses (use Bitcoin Taproot addresses only, starting with bc1p)
any wallet is eligible to vote
Determine voting power that will be assigned to all the addresses
Thus, there can be 2 reasons why a user is not able to vote:
he did not hold the sufficient amount of specified asset at the time of proposal creation
or
his address is out of the list of whitelisted addresses.
